(F)The term “conventional gasoline” means any gasoline which does not meet specifications set by a certification under this subsection. (l)Effective beginning, no person may sell or dispense to an ultimate consumer in the United States, and no refiner or marketer may directly or indirectly sell or dispense to persons who sell or dispense to ultimate consumers in the United States any gasoline which does not contain additives to prevent the accumulation of deposits in engines or fuel supply systems. Not later than 2 years after, the Administrator shall promulgate a rule establishing specifications for such additives. (m)
