(2) the term “associate-degree-granting college” means an institution of higher education (as determined under section 101 of the Higher Education Act of 1965 [ 20 U.S.C. 1001 ]) that— (A) is a nonprofit institution that offers a 2-year associate-degree program or a 2-year certificate program; or (B) is a proprietary institution that offers a 2-year associate-degree program;
