areas in which poor economic conditions exist

(A)For each of calendar years 2005 and 2006 in rural areas of the State of Pennsylvania (as determined by the Secretary), the threshold for determining “areas in which poor economic conditions exist” under paragraph (1)(C) shall be 40 percent. (B) (i)The Secretary, acting through the Administrator of the Food and Nutrition Service, shall evaluate the impact of the eligibility criteria described in subparagraph (A) as compared to the eligibility criteria described in paragraph (1)(C). (ii)The evaluation shall assess the impact of the threshold in subparagraph (A) on— (I)the number of sponsors offering meals through the summer food service program; (II)the number of sites offering meals through the summer food service program; (III)the geographic location of the sites; (IV)services provided to eligible children; and (V)other factors determined by the Secretary. (iii)Not later than, the Secretary shall submit to the Committee on Education and the Workforce of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report describing the results of the evaluation under this subparagraph. (iv) (I)On, out of any funds in the Treasury not otherwise appropriated, the Secretary of the Treasury shall transfer to the Secretary of Agriculture to carry out this subparagraph $400,000, to remain available until expended. (II)The Secretary shall be entitled to receive, shall accept, and shall use to carry out this subparagraph the funds transferred under subclause (I), without further appropriation.
