(B)The term “river basin commission” means— (i)a commission established by interstate compact to apportion, store, regulate, or otherwise manage or coordinate the management of the waters of a river basin; and (ii)a commission established undersection 1962b(a) of this title. (b)Effective on, and ending on the effective date of an energy conservation standard established underfor any covered product, no State regulation, or revision thereof, concerning the energy efficiency, energy use, or water use of the covered product shall be effective with respect to such covered product, unless the State regulation or revision—
