(19) Project-based The term “project-based” means, with respect to rental assistance, that the assistance is provided pursuant to a contract that— (A) is between— (i) the recipient or a project sponsor; and (ii) an owner of a structure that exists as of the date the contract is entered into; and (B) provides that rental assistance payments shall be made to the owner and that the units in the structure shall be occupied by eligible persons for not less than the term of the contract.
