(E)The term “State” means— (i)each of the several States of the United States; (ii)the District of Columbia; (iii)the Commonwealth of Puerto Rico; (iv)Guam; (v)American Samoa; (vi)the Commonwealth of the Northern Mariana Islands; and (vii)the United States Virgin Islands.
