(1) Initiation (A) In general In the event the President does not submit a certification pursuant to subsection (d)(6) during each 90-day period following the review period provided in subsection (b), or submits a determination pursuant to subsection (d)(3) that Iran has materially breached an agreement subject to subsection (a) and the material breach has not been cured, qualifying legislation introduced within 60 calendar days of such event shall be entitled to expedited consideration pursuant to this subsection. (B) Definition In the House of Representatives, for purposes of this paragraph, the terms “submit” and “submits” mean submit and submits, respectively, to the Speaker of the House of Representatives.
