The Division Chief of Specialist Services Division (SSD) and Officer-In-Charge of Agricultural Training Institute (ATI) with the Department of Agriculture (respondent) was found guilty of grave misconduct for sexually harassing co-workers, and the Civil Service Commission subsequently dismissed him from employment.
