Staying Alive: Fourth Monitoring & Evaluation Report 2010 on the Protection of Women from Domestic Violence Act, 2005 (India)

The Staying Alive: Fourth Monitoring & Evaluation Report 2010, prepared by the Lawyers Collective Women’s Rights Initiative in collaboration with the International Center for Research on Women and the UN Trust Fund to End Violence Against Women, reviewed five years of implementation of the Protection of Women from Domestic Violence Act, 2005. The report found gradual but uneven progress across Indian states: while awareness of the Act had grown and more women were seeking reliefs, many states still lacked full-time Protection Officers, adequate budgets, and reliable infrastructure such as shelter homes and medical facilities. It noted persistent barriers, including limited training of officials, weak inter-agency coordination, and delays in courts, which reduced the law’s effectiveness. The report emphasized that without stronger political commitment, resource allocation, and accountability mechanisms, the PWDVA’s potential to protect women from domestic violence would remain underutilized.
