Ala. Admin. Code r. 370-2-1-.01 - Blood Collection Procedures
(1) A blood specimen will be drawn
by a trained phlebotomist using medically-approved procedures as set
forth in Procedures for the Collection of Diagnostic Blood Specimens
by Venipuncture, Vol. II, No. 10, approved standard July 1991, NCCLS
Document H3-A3, ISBN 1-56238-108-3, ISSN 0237-3099 and/or NCCLS
Physician's Office Laboratory Procedure Manual, Vol. 12, No. 7, June
1992.
(a) Blood specimens will be
drawn from inmates convicted of a felony offense during routine
health screening on intake at an Alabama Department of Corrections
facility or at the time of pre-release processing or at any time in
accordance with the provisions of §
36-18-20
et
seq.
(b) Blood or buccal specimens will
be collected from persons not in custody who have been convicted of
felony offenses or other offenses specified in Section
36-18-20
et
seq. at a time
and place scheduled by the Alabama Board of Pardons and Paroles and
the Alabama Department of Forensic Sciences or at any time as
directed in an order of the court or to carry out the provisions of
§
36-18-20et
seq.
(c) The donor's identify will be
verified by the collecting official by observation of an
identification card with the donor's photograph affixed thereon or
other appropriate means.
(d) An inked impression of the left
and right thumbprint of the donor will be placed on the certification
card.
(e) The collection
of the blood or buccal specimen will be witnessed.
