The Department of Mental Health and Mental Retardation shall follow the rules of procedure for filing, consideration, and disposition of declaratory rulings under the provisions of the Code of Ala. 1975, Title 4, Chapter 22, in accordance with the rules published in the Alabama Administrative Code.
