Ala. Admin. Code r. 580-3-23-.04 - Compliance
(1) No person,
partnership, corporation or association of persons shall operate a facility or
institution for the care or treatment of any kind of mental or emotional
illness or services to the mentally retarded or substance abuse services
without first being certified for the physical facility by the Department of
Mental Health and Mental Retardation or being licensed by the State Board of
Health.
(2) All programs after the
effective date of the minimum standards contained herein shall comply with said
standards. The Commissioner of the Department of Mental Health and Mental
Retardation, and those persons designated by him/her, will monitor compliance
with these minimum physical facility and programmatic standards.
