Cal. Code Regs. Tit. 13, § 161.02 - Approval of Sponsored License Plate Program
(a) A sponsor shall, on or before the last day of the enrollment period, notify the department in writing when the
number of potential participants acquired during the enrollment period reaches 7500.
(b) No later than 60
days following the expiration of the enrollment period, a sponsor who has given notice required in subdivision (a) shall transmit to the department
all fees received, all enrollment applications received, and an alphabetical listing by plate type of all potential participants in the same format
as the monthly report required in section 161.00(c), except that all potential participants whose fees were paid by a fee donor
who paid for six or more participants shall be listed by donor name in a separate section of the report. The sponsor shall transfer the fees to the
department by a single check.
(c) The department shall notify the sponsor that the plate program is
approved after verifying the number of potential participants who have provided all of the necessary information and fees required in section
161.02 equals or exceeds the volume required
by the Vehicle Code.

(e) The department may not refund a plate application fee submitted after production
of the plate program begins.
