Cal. Code Regs. Tit. 13, § 228.16 - Refusal of an Application for a Permit to Deploy
The department may refuse an Application for a Permit to Deploy Autonomous Vehicles on Public Streets for any of the following:
(a) If a manufacturer violates any provision
of Vehicle Code section 38750, subsection (c), or this Article.
(b) For any act or omission of the
manufacturer or one of its agents, employees, contractors, or designees which the department determines creates a safety risk to the
public.
(c) The department shall provide a written notice of a refusal to issue a Permit to Deploy
Autonomous Vehicles on Public Streets as specified in Government Code section 11504.
