Cal. Code Regs. Tit. 14, § 12102.4 - Class 4, Minor Alterations to Land

In accordance with Section of Title 1415304 of Title 14 of the California Administrative Code, Class 4 consists of minor public alterations of land, water, and/or vegetation which do not involve removal of mature, scenic trees except for forestry purposes. Examples include but are not limited to:

(a) Revegetation with native plant species;
(b) Creation of bicycle or hiking trails on existing rights-of-way;
(c) Filling previously excavated land with material compatible with the natural features of the site.
