In the negotiation of a satisfactory contract as provided in
Section 4731, the best qualified firm must
meet the statewide participation goals for disabled veteran, minority and women
business enterprises of not less than 3 percent for disabled veteran business
enterprises, not less than 15 percent for minority business enterprises, and
not less than 5 percent for women business enterprises, or demonstrate that a
good faith effort was made to meet them. The best qualified firm shall comply
with the statewide participation goals as required by the regulations contained
in Title 2, California Code of Regulations, Sections 1896.61-1896.67 and
1896.90-1896.96.
