Cal. Code Regs. Tit. 2, § 20251 - Warehouse Security

At all times unfinished ballot cards or ballot cards are maintained within a warehouse, the warehouse shall be secured with a method to determine each person that has accessed the warehouse. Any unauthorized access to this warehouse must be detectable.
