Cal. Code Regs. Tit. 22, § 70211 - Nursing Service General Requirements
(a) The nursing service shall be organized,
staffed, equipped, and supplied, including furnishings and resource materials,
to meet the needs of patients and the service.
(b) The nursing service shall be under the
direction of an administrator of nursing services who shall be a registered
nurse with the following qualifications:
(1)
Master's degree in nursing or a related field with at least one year of
experience in administration; or
(2) Baccalaureate degree in nursing or a
related field with at least two years of experience in nursing administration;
or
(3) At least four years of
experience in nursing administration or supervision, with evidence of
continuing education directly related to the job
specifications.
(c) It
shall be designated in writing by the hospital administrator that the
administrator of nursing services has authority, responsibility and
accountability for the nursing service within the facility.
(1) The internal structure and accountability
of the nursing service, including identification of nursing service units and
committees, shall be defined in writing.
(2) The relationship between the nursing
service and administration, organized medical staff and other departments shall
be defined in writing. Such definition of relationship shall be developed in
cooperation with respective departments. Administrative, medical staff, and
other hospital committees that address issues affecting nursing care shall
include registered nurses, including those who provide direct patient care.
Licensed vocational nurses may serve on those committees.
