Conn. Agencies Regs. § 17a-238-3 - Emergency procedures
(a) Staff shall not
use restraint or force upon a person except as an emergency intervention or as
an integral part of an individual program plan.
(b) Physical restraint shall be employed only
when absolutely necessary to protect clients from injury to themselves or to
others. Restraint shall not be employed as a punitive measure, for the
convenience of staff, or as a substitute for program in accordance with Sec.
249.13 (b) (1) (xi) (A) through (E) of the Federal ICF/MR Standards.
(c) Force shall be employed only when
absolutely necessary and only to the extent essential to protect clients from
injury to themselves or to others. Force shall not be employed as a punitive
measure for the convenience of staff, or as a substitute for program.
