Conn. Agencies Regs. § 17a-248-2 - Referrals
(a) All referrals shall be made through a
single point of referral designated by the lead agency .
(b) Referrals made by an agency or by a
person other than a child's parent shall include sufficient information to
contact the child's parent. A child's parent shall give verbal consent before a
referral can be made to the birth-to-three system.
