Conn. Agencies Regs. § 25-128-56 - Abandonment of wells, responsibility
(a) Any well that
is abandoned shall not be a source or cause of contamination or pollution of
Groundwater resources. Abandonment procedures shall be performed or directed
only by a registered well driller contractor. The registered well driller
contractor who performs the work of abandonment shall be responsible for
compliance with the procedure of abandonment of the well, as provided in
section
25-128-57
of the Regulations of Connecticut State Agencies.
(b) A registered well driller contractor
shall, within 60 days of completion of a well abandonment, file a completion
report on a form and in a manner prescribed by the Commissioner of Consumer
Protection in accordance with section
25-128-62
of the Regulations of Connecticut State Agencies. Copies of such report shall
be concurrently submitted to the owner, the Departments of Consumer Protection,
Public Health and Energy and Environmental Protection, and the local health
department or district.
