Schedules of special charges for services, repairs and utilities, and the landlord's rules and regulations that shall be incorporated into the lease by reference, shall be publicly posted in a conspicuous manner in the premises' office, if any, and other central locations within the premises. Copies of such documents shall be provided to the tenants and shall be furnished to prospective tenants upon request. Such schedules, rules and regulations may be modified from time to time by the landlord, provided the landlord shall give at least thirty (30) calendar days written notice to each affected tenant setting forth the proposed modification and the reasons therefore, and provide the tenants with an opportunity to present written comments. A copy of such notice shall be:
(1) Delivered directly or mailed to each tenant; and
(2) Posted in at least three
(3) conspicuous places within each structure or building in which the affected dwelling units are located, as well as in a conspicuous place at the premises' office, if any, or posted in a similar central business location within the premises.
(b) Prior to the proposed modification becoming effective, the landlord shall summarize the relevant comments received and provide a response as to why such comments were or were not incorporated. Such summary and response shall be provided to each affected tenant.
