Ill. Admin. Code tit. 35, § 611.740 - General Requirements
a) The
requirements of this Subpart R are National Primary Drinking Water Regulations.
These regulations establish requirements for filtration and disinfection that
are in addition to standards under which filtration and disinfection are
required under Subpart B. The requirements of this Subpart R are applicable to
a Subpart B system supplier serving 10,000 or more persons, unless otherwise
specified in this Subpart R. The regulations in this Subpart R establish or
extend treatment technique requirements in lieu of maximum contaminant levels
(MCLs) for the following contaminants: Giardia lamblia, viruses, heterotrophic
plate count bacteria, Legionella, Cryptosporidium, and turbidity. Each Subpart
B system supplier serving 10,000 or more persons must provide treatment of its
source water that complies with these treatment technique requirements and are
in addition to those identified in Section
611.220. The
treatment technique requirements consist of installing and properly operating
water treatment processes that reliably achieve the following:
1) At least 99 percent (2-log) removal of
Cryptosporidium between a point where the raw water is not subject to
recontamination by surface water runoff and a point downstream before or at the
first customer for filtered systems, or Cryptosporidium control under the
watershed control plan for unfiltered systems; and
2) Compliance with the profiling and
benchmark requirements under the provisions of Section
611.742.
b) A PWS supplier subject to the
requirements of this Subpart R is considered to be in compliance with the
requirements of subsection (a) if the following is true:
1) It meets the requirements for avoiding
filtration in Sections
611.232
and
611.741,
and the disinfection requirements in Sections
611.240 and 611.742;
or
2) It meets the applicable
filtration requirements in either Section
611.250 or Section
611.743, and the
disinfection requirements in Sections
611.240 and
611.742.
c) A supplier
must not begin construction of uncovered finished water storage
facilities.
d) A supplier that
decides to make a significant change to its disinfection practice, as described
in Section
611.742(c)(1)(A)
through (c)(1)(D) must obtain the approval of
the Agency prior to making such a change.
