Ill. Admin. Code tit. 92, § 530.900 - Administrative Review
a) If
the applicant and the District cannot agree either on whether the permit should
be issued or on what conditions would be appropriate, the applicant may, within
15 days after the issuance of written notice of the District's position, appeal
the District's determination to the Chief of the Department 's Central Bureau of
Maintenance.
b) This appeal shall
be in writing, shall clearly State the areas of disagreement and the basis for
the applicant 's position, and shall be directed to:

c) If requested in the appeal, the Chief of
the Department 's Bureau of Maintenance or designee shall provide an opportunity
to be heard within ten days after the request. In availing itself of this
opportunity, the applicant may present evidence and arguments which may tend to
rebut the District's determination which is being appealed.
d) The Bureau Chief should either reaffirm or
revise, in writing, the initial determination within 15 calendar days after
having heard the applicant 's appeal. If no reaffirmation or modification of the
Department 's determination is made within 15 calendar days, that determination
shall remain in effect as if expressly affirmed.
