Ill. Admin. Code tit. 11, § 1404.10 - Racing Secretary
a) A
person appointed by the race track operator shall be the racing secretary,
following approval by the Board. He also shall be clerk of the course and,
unless it is otherwise specified, he shall act as handicapper.
b) He shall keep a complete record of all
races and shall prepare the program for each racing day.
c) He shall receive all stakes, entrance
money, jockey's fees, purchase money in claiming races and other moneys that
can properly come into his possession.
d) The racing secretary shall record all
necessary information each day of winning horses on an official record and file
same with The Jockey Club Registration Certificate of each horse.
e) The racing secretary's office shall keep
up-to-date performance files on all horses registered to race with the race
track operator. Such past performance file shall be furnished intact and
up-to-date to the Racing Secretary of the succeeding race meeting of each
season in Northern Illinois or Southern Illinois as the case may be.
