Ill. Admin. Code tit. 11, § 1900.510 - Suitability for Licensure
a) The
burden is upon each applicant to demonstrate suitability for
licensure.
b) The Board shall not
grant a license to any applicant if that person has been found by the Board to:
1) Have a background, including a criminal
record, reputation, habits, social or business associations, or prior
activities that:
A) Poses a threat to the
public interests of the State or to the security and integrity of sports
wagering;
B) Poses a threat to
public health, safety, morals, good order and general welfare of the people of
the State of Illinois; or
C)
Discredits or tends to discredit the Illinois sports wagering industry or the
State of Illinois.
2)
Creates or enhance the dangers of unsuitable, unfair, or illegal practices,
methods, and activities in the conduct of sports wagering; or
3) Presents questionable business practices
and financial arrangements incidental to the conduct of sports
wagering.
c) In addition
to the qualifications required in the Act and this Part, the Board may deny a
license to an applicant if the applicant , or a key person of the applicant :
1) Associates with, either socially or in
business affairs, or employs a person :
A) Of
notorious or unsavory reputation or who has extensive police records;
B) Who has been convicted of a disqualifying
offense under Section 1900.520(c); or
C) Who has failed to cooperate with any
officially constituted investigatory or administrative body, including, but not
limited to, the Board; or
2) Has had a sports wagering or
gaming-related license revoked, suspended or denied in Illinois or any other
jurisdiction, or is an affiliate of a person who has had a sports wagering or
gaming-related license revoked, suspended, or denied in any other
jurisdiction.
