Ill. Admin. Code tit. 35, § 726.205 - Standards to Control PM
a) A BIF
burning hazardous waste must not emit PM in excess of 180 mg/dry standard
m3 (0.08 grains/dry standard cubic foot) after
correction to a stack gas concentration of seven percent oxygen, using
procedures prescribed in the following methods in appendix A to 40 CFR 60 (Test
Methods), each incorporated by reference in 35 Ill. Adm. Code
720.111(b)
(see Appendix I): Method 1 (Sample and Velocity Traverses for Stationary
Sources), Method 2 (Determination of Volatile Organic Compound Leaks), Method
2A (Direct Measurement of Gas Volume through Pipes and Small Ducts), Method 2B

b) An owner or operator meeting the
requirements of Section
726.209(b)
for the low risk waste exemption is exempt from the PM standard.
c) Oxygen Correction
1) Measured pollutant levels must be
corrected for the amount of oxygen in the stack gas according to the following
formula:

For devices that feed normal combustion air, E will equal 21 percent. For
devices that feed oxygen-enriched air for combustion (that is, air with an
oxygen concentration exceeding 21 percent), the value of E will be the
concentration of oxygen in the enriched air.
3) Compliance with all emission standards
provided by this Subpart H must be based on correcting to seven percent oxygen
using this procedure.
d)
For the purposes of permit enforcement, compliance with the operating
requirements specified in the permit (under Section
726.202
) will be regarded as compliance with this Section. However, evidence that
compliance with those permit conditions is insufficient to ensure compliance
with the requirements of this Section is "information" justifying modification
or revocation and re-issuance of a permit under 35 Ill. Adm. Code
703.270 through
703.273.
