AUTHORITY: Implementing Section 4(m) of the Environmental Protection Act (Ill. Rev. Stat. 1979, ch. 111½, par. 1004(m)), and Section 401 of the Clean Water Act ( 33 U.S.C. 1341 ), and authorized by Rule 971 of Chapter 3: Water Pollution, of the Pollution Control Board's Rules and Regulations.
