Sec. 6.
The owner or operator of a facility subject to this rule
shall comply with the following emissions monitoring requirements:
(1) NO
x continuous
emissions monitors (CEMs) shall be installed at the following facilities:
(A) Steam generating units, including utility
and industrial, commercial, or institutional steam generating units according
to the requirements of 326 IAC
3.
(B) Each portland cement long dry kiln and
preheater process kiln with production capacity equal to or greater than twenty
(20) tons of clinker per hour.
(C)
Each facility of the type listed in section 1(a)(2) of this rule unless the
owner or operator demonstrates to the satisfaction of the department that a
NO
x continuous emissions monitor is not technically
feasible after considering the following factors:
(i) The physical configuration and mode of
operation of the facility.
(ii) The
magnitude of and variability in NOx emissions.
(iii) The type of control measures employed
to achieve compliance with the emissions limits in section 4 of this rule.
An owner or operator subject to this clause shall include in
the demonstration an alternate method to demonstrate initial and continuous
compliance with the emissions limits.
(2) NO
x CEMs at
facilities listed in subdivision (1) shall be certified according to procedures
contained in 326 IAC
3 and
40 CFR 75 * as applicable.
(3) Requirements that follow apply to
NO
x CEMs at facilities listed in subdivision (1):
(A) Operating and maintenance procedures
contained in 326 IAC
3 and
40 CFR 75 * as applicable.
(B) Data recording and reporting procedures
contained in 326 IAC
3 and
40 CFR 75 * as applicable, except that for the
purpose of the excess emissions reporting requirement in 326 IAC
3, the excess
emissions reported shall be those emissions that exceed the applicable
emissions limits in section 4 of this rule.
