Sec. 5.

(a) Except as provided in 40 CFR 122.28(b)(2)(v) *, a person seeking to obtain coverage under a general permit shall submit an NOI in accordance with the requirements of the applicable general permit.

(b) An NOI shall be submitted to the commissioner by the time specified in the applicable general permit.
