Sec. 34.

"National Pollutant Discharge Elimination System" or "NPDES" means the national program for:

(1) issuing;

(2) modifying;

(3) revoking and reissuing;

(4) terminating;

(5) denying;

(6) monitoring; and

(7) enforcing; permits for the discharge of pollutants from point sources and imposing and enforcing pretreatment requirements by the EPA or an authorized state under Sections 307, 318, 402, and 405 of the Clean Water Act.
