Sec. 53.

"Sanitary sewer" means a sewer, to which storm, surface, and ground waters are not intentionally allowed to enter, that conveys liquid and water-carried wastes from:

(1) residences;

(2) commercial buildings;

(3) industrial plants; and

(4) institutions.
