Sec. 5.

If any provision of this article is deemed to be in conflict with the Rehabilitation Act of 1973 (29 U.S.C. 701, et seq.) or any other federal or state statute or rule specifically applicable to the vocational rehabilitation program, such other statute or rule shall supersede.
