Sec. 3.

Tools, equipment, and adaptive devices purchased by the VR program specifically for the operation of the vending site shall be the property of the business enterprise program from time of purchase, except that hand tools and adaptive equipment purchased for the personal use of an eligible individual become the property of the eligible individual.
