Sec. 5.

If any provision of this article is deemed to be in conflict with the Rehabilitation Act of 1973 ( 29 U.S.C. 701, et seq.) or any other federal or state statute or rule specifically applicable to the vocational rehabilitation program, such other statute or rule shall supersede.
