Kan. Admin. Regs. § 54-1-20 - Contracts
Any regional system of cooperating libraries' board of trustees is authorized to contract with the board of any participating library or with any other regional system of cooperating libraries governing body, but such contract shall not take effect until approved by the state librarian.
