A. The Capital
Access Program is designed to be a flexible and non-bureaucratic program to
assist Louisiana financial institutions to make loans that carry a higher risk
than conventional loans in a manner consistent with sound banking regulations.
The purpose of the Capital Access Program is to increase the loan capital
available to small business in Louisiana through a public/private loan
portfolio insurance fund.
