14- 118 C.M.R. ch. 3, § 01 - INTRODUCTION

A. The Request-for-Proposal process is a legal process governed by: 5 MRSA, chapter 156, Section 1831 - Administrative Procedures Act.

B. The Office of Substance Abuse (Office) is required to develop a Request-for-Proposal process in 5 MRSA §20005.

C. The law and policies are intended to:

1. Formally announce the availability of funds to purchase a service;

2. Insure equal opportunity to all prospective respondents;

3. Allow for public review of decisions and a mechanism for questioning the decision; and

4. Achieve a cost effective and timely fund award process.
