65-407 C.M.R. ch. 327, § 2 - DEFINITIONS
A.
Carbon Dioxide Allowance.
"Carbon dioxide allowance" or "carbon allowance" or "CO2
allowance" means a limited authorization issued by the Department of
Environmental Protection for the emission of up to one ton of carbon
dioxide.
B.
Commission. "Commission" means the Maine Public Utilities
Commission.
C.
Consumer-Owned
Transmission and Distribution Utility. Consumer-owned transmission and
distribution utility" has the same meaning as specified in Title 35-A, section
3201(6).
D.
Efficiency Maine
Trust or Trust. "Efficiency Maine Trust" or "Trust" means the trust
established in Title
35-A M.R.S.A.
§10103 for the purposes of developing,
planning, coordinating and implementing energy efficiency and alternative
energy resources programs in the State.
E.
Investor-Owned Transmission and
Distribution Utility. "Investor-owned transmission and distribution
utility means either a large investor-owned transmission and distribution
utility as specified in Title 35-A, section 3201(12) or a small investor-owned
transmission and distribution utility as specified in Title 35-A, section
3201(16).
F.
Regional
Greenhouse Gas Initiative or RGGI. "Regional Greenhouse Gas Initiative"
or "RGGI" means the market-based, mandatory carbon cap-and-trade program in
which Northeastern and Mid-Atlantic states participate.
G.
RGGI, Inc. "RGGI, Inc." means
the nonprofit organization created to provide technical and administrative
services to the states participating in RGGI and to administer the quarterly
RGGI auctions of carbon allowances.
