95- 629 C.M.R. ch. 4, § 2 - Scope and construction of rules
A.
Scope. These rules will govern all adjudicatory proceedings before
the Board under applicable laws of the State of Maine, except as otherwise
provided by statute or rule. When the circumstances of a particular proceeding
require more detailed procedures than those established by this rule,
additional procedures may be specified by order of the Board , applicable to
that particular proceeding.
B.
Construction. These rules will be liberally construed to secure
just, speedy and economic determination of all matters pending before the Board
or the staff.
