BASIS STATEMENT

Sections 1 and 2 of this regulation are promulgated pursuant to P. & S. L. 1885, c. 495, P & S. L. 1963, c. 174, as amended by Title 23 M.R.S.A. Section4406. Section 3 is promulgated pursuant to 1981 P. & S. L., c. 22, Section 12.
