Unless authorized by a black bear hunting permit issued pursuant to Regulation .20 of this chapter, any person that kills or wounds a black bear shall report the killing or wounding within 24 hours to the Department by contacting the Department of Natural Resources (DNR) Communications Center at 410-260-8888.
