A. A
person sending mail to an inmate shall include the inmate 's name and
identification number.
B.
Inspection of Incoming Mail.
(1) Staff shall
open incoming mail before delivery to the inmate and inspect it only for money
orders, cash, stamps, checks, and contraband .
(2) Institution staff shall follow
established procedures in handling money orders, cash, stamps, checks, and
contraband received in the mail.
C. Contraband may include but is not limited
to material which:
(1) Describes escape plans,
devices, or paraphernalia;
(2)
Describes the construction or use of weapons, ammunition, bombs, incendiary
devices, or other means of inflicting bodily harm;
(3) Describes procedures for brewing
alcoholic beverages or the manufacture of drugs;
(4) Is written in code;
(5) Describes or depicts sexual activity
involving children;
(6) Is sexually
explicit as defined in Regulation .01B(6)(a)(i), (ii), or (iii) of this
chapter, and poses a threat to the security of the Institution or the
rehabilitation of the inmate ;
(7)
Describes theory, design, or manufacture of prison security systems or
equipment, including prison communication systems or equipment;
(8) Instructs in the commission of violation
of Institution regulations that will produce a breach of security or order in
the Institution;
(9) Advocates or
instructs in the formation of inmate unions; or
(10) Poses a direct and immediate danger of
violence or physical harm to a person or persons based upon the current
circumstances within the Institution.
D. Incoming mail may not be held for more
than 24 hours, excluding weekends and holidays, except when it contains
contraband .
