A. In this chapter, the following terms have the meanings indicated.

B. Terms Defined.

(1) "Administrative law judge" has the meaning stated in COMAR 28.02.01.02.

(2) "Party" means an individual or agency, including the EMS Board, named in an administrative proceeding before the EMS Board.
