995 CMR, § 3.05 - Number of Commissions
(1) The
Commissioner may periodically determine if there is need for an additional
state Commissioned Pilot for District Two or for any special location within
the district. There are currently three Pilot Commissions available for
District Two. The Commissioner may request advice from the existing
Commissioned Pilots and may obtain advice and information from any other source
prior to making a determination with respect to such need.
(2) The Commissioner's decision will be made
after consideration of the various factors pertaining to such need, which will
include, but not be limited to, supply and demand for pilotage services, safety
and efficiency in furnishing pilotage services, and the interest of the public
and the maritime industry in having available a reasonable number of
experienced, professional, and efficient Pilots.
(3) When the Commissioner decides to change
the number of commissions, they will inform the Trustees of the Boston Marine
Society and the President of the Eastern Point Pilots.
