2 Miss. Code. R. § 1-3-01-120.02
Under authority of Miss. Code Ann. §§ 69-25-17, 69-25-19, 69-25-21 and 69-25-35, the movement of or tampering with any article, any box, bundle, parcel or other container having attached thereto a "Hold Out Tag", which has been attached by an agent of the Bureau of Plant Industry, Mississippi Department of Agriculture and Commerce, is prohibited until such article or the contents of such box, bundle, parcel or other container shall have been inspected, the "Hold Out Tag" removed therefrom and the article or container officially released by an agent of the Bureau.
