11 CSR 30-8.020 - Eligible Applicants
PURPOSE: This rule establishes criteria to determine the eligibility of applicant agencies to receive assistance from the Local Government/School District Partnership Program.
(1) Local units of government in Missouri are
eligible to apply for funds available through the Local Government/School
District Partnership Program. Such agencies shall not use funds administered
under this program to supplant existing funds presently being used for crime
prevention programming.
(2) To be
eligible to receive assistance, the applicant must provide a copy of the
agreement between the local government and school district as evidence of a
partnership. Such agreement must specify the duties and obligations of each
should a contract be awarded under this program.
(3) To be eligible to receive assistance, the
applicant agency must demonstrate the ability of the local government(s) to
expend funds from other sources in an amount equal to one-third (1/3) of the
total project cost and the school district(s) to expend funds from other
sources in an amount equal to one-third (1/3) of the total project cost as
match. In other words, the applicant must provide a minimum of two-thirds (2/3)
of the total project cost as match. The local match must be hard cash. In-kind
contributions are not considered as hard cash and may not be used as
match.
