"Regional center" means a facility of the Division which provides services for persons with intellectual disabilities and persons with developmental disabilities for a designated geographic location in the State and includes any of the following:

1. The Desert Regional Center;

2. The Sierra Regional Center; and

3. The Rural Regional Center.
