owed and the customer agrees to a plan for payment.

to pay the amount owed, the utility shall consider:
(a) The amount owed;
(b) The length of time the bill or
installment is past due;
date the account was established;
(d) The history of payment maintained by the
customer with the utility;
credit history of the customer;
The period for payment;
extraordinary circumstances of the case; and
(h) Any information presented to the utility
by the customer.
