Nev. Admin. Code § 704.6331 - "Carrying costs" defined
"Carrying costs" means the return on an eligible project or, if applicable, the return on any plant that may be retired as part of the construction of the eligible project, adjusted for accumulated depreciation and accumulated deferred income taxes, utilizing the utility's authorized pretax rate of return.
